The national R&D projects in Korea had exceeded 18 trillion won in 2015. Professional agencies which
have entrusted task from government are handling the business for the national R&D projects. Professional
agencies are acting to distribute the public goods(funding for R&D) which is budget of government.
Commonly, there are several comments that the powers of street-level bureaucrats are enormous in public
service fields such as education, welfare, health, and employment stability(Jeffry). The main roles of public
official in public service fields are selecting beneficiaries and for this, they are making various selections
standard and supporting procedure. The street-level bureaucrats in science and technology field also support
the public goods which is ‘research funds’ to people and they are exerting their power to select the
recipients of research funds. In this paper, I explained the Principal-agent theory to control the power of
street-level bureaucrats. At last, I suggest the future projects which verify the significance of controlling
equipment. Furthermore we need to build appropriate science technology administerial system
