In June 2007, the author visited a guide dog training center in Dalian city in China and had the opportunity to tour around and interview the head of the center. The author also interviewed a visually impaired who uses the first guide dog trained by the center. The results were as follows: 1) In October 2004, a program of breeding and training guide dogs was set up in Dalian Medical University under Professor Jing Yu Wang. The guide dog training center was established under the cooperation of the China Federation for Disabled Persons and the Dalian City Federation for Disabled Persons in May 2006. In June 2007, the number of employees of the center is 16, of whom 13 are dog trainers. The number of dogs let out to the visually impaired so far is 3, another 16 dogs are under training and 46 puppies are now being looked after by the outside puppy walkers. 2) The first user of a guide dog raised and trained by the center is Mr. De Hong Zhang, a massage professional operating at Golden Pebble area of Dalian. He started using the dog in December 2006. He rarely went out before he had the dog, but goes out twice a day now, walking in parks and shopping in supermarkets. 3) The issues raised include “There is very little financial support from the state for the breeding and training of guide dogs." and “ There are no laws to protect the use of guide dogs."
