- Effective Measures for Preventing Inappropriate Use of Accessible Parking Spaces for Disabled People

1n Japan, there are no rules pertaining to the use of accessible parking spaces for disabled people (hereafter accessible parking spaces). As a result, non -disabled persons park their vehicles in accessible parking spaces. Various facilities are currently taking measures to prevent inappropriate usage. However, the effectiveness of these measures has not been confirmed. The purpose of this research was to clarify effective measures for preventing inappropriate usage. We studied two measures thought to have an effect on preventing inappropriate usage. One measure was to install automatically opening and closing gates on the accessible parking spaces, so that only people carrying a remote control could use them. Another measure was for prefectural and city governments to establish a parking permit system for accessible parking spaces. It was confirmed that the installation of gates was effective in preventing inappropriate use. However, care must be taken in selecting the type of gate to be used. There are two types of gate. In the first type , there is a panel on the ground that raises and lowers. In the second type, a bar that opens and closes is installed either in front of the accessible parking spaces, or at the entrance to an area containing a number of accessible parking spaces. If the first type is used, it is possible that non -disabled persons will not notice the raising/lowering panel and use the parking spaces anyway. Furthermore, the panel could hinder disabled persons when they exit from the back of their vehicles using lifts. It was confirmed that a parking permit system, stipulated by laws on accessible parking spaces, was effective in preventing inappropriate use. One parking attendant stated: "When I explained the laws to inappropriate users, they quickly moved their cars. In the past, there were cases in which people did not move their cars, or complained to me."
