Convenient facilities for the walking disabled can be used by the disabled equivalently to the non-disabled by complementing and correcting the disabled's physical handicap. Although the guarantee of the walking disabled’s right to access is the most fundamental condition to ensure their quality of life, many barriers still remain everywhere in soclety. Before the right to access was guaranteed, the walking disabled were lirnited in social activities because of inconvenient physical environment in society and could not use social environment. As a result, it caused a VIClOUS circle that it was not necessary to change social environment because the disabled did not use. To break the VIClOUS circle, it is necessary to have an active attitude toward a guarantee of the right of access. If environment is convenient to the disabled, it is convenient to all of us too. Accordingly this study exarnined l)facility standards of the parking zone for the disabled, 2)numbers of parking lot of the parking zone for the disabled, 3)methods of guide signs for the parking zone for the disabled, 4)subjects of issue and distinction of parking permits for the disabled, and 5)subjects and methods of regulation of parking zone for the disabled to guarantee the right to access of the walking disabled.
