In the present study, we would like to shed light on the effect of difference in
weather conditions on inappropriate use of parking space for disabled people. To be
more precise, we studied the status of use of parking space for disabled people during
rainy weather as well as [air weather‘
Required conditions for the survey area were, 1) there should be a display or
indicator from which one can understand that the parking space is for disabled people,
2) pa1'king space for disabled people should be closer to the building entrance as
compared to ordinary parking area, 3) only the parking space fo 1' disabled people
should have the roof. Survey area was Tomobe Service Area located on Joban
Expressway that met these conditions ‘
Survey was undertaken on July 15, 2007 (Sunday) and July 16, 2007 (Monday, public
holiday). Weather on July 15 (Sunday) was rainy, while it was cloudy on July 16
(Monday, public holiday). On both these days, survey was undertaken between 15:00
18:30 hrs.
When it was raining, 5 cars were parked, while 6 cars had stopped by Ü.e., driver
was in the car itself). Moreover, when it was not raining, 5 cars were parked, while
there not a single ca1' that had stopped by. No difference was observed in the number of
cars pa1'ked due to weather; however, the number of cars that had stopped by varied
largely depending on the weather condition ‘
It appeared that none of the drivers of 5 vehicles parked during rainy weather had
any problems in walking. With regard to fellow passengers, out of 5 cars, 1 car had a
passenger on wheelchair, while 3 cars had elderly persons who had trouble in walking.
On the other hand, out of the 5 cars, one car didn’t have any person with trouble in
walking.
When it was not raining, out of the 5 cars that were parked, none of the cars had a
single person using wheelchair; however, 3 cars had passengers who had trouble in
walking. For the remaining 2 cars, there was a high possibility of inappropriate use of
parking space for disabled people ‘
