The purpose of study is that is to arrange the concept of social capital and to research the relation between social capital and political efficacy in social welfare organizations. To accomplish the goal of this study, it was researched the related literatures of social capital and the performed positive research method using questionnaire to analyze for relation between social capital and political efficacy in social welfare organizations According to the analysed result, the political efficacy of social welfare organization was affected by reliability level of organized dimension and network level among the social welfare organizations. But the reliability level of personal dimension could not affect to political efficacy of social welfare organization. And it was not viewed the meaning difference in sex, age, education degree and marriage condition. The result of the study is viewing that social welfare organization have to increase reliability level of organized dimension and network level among the related organizations for their political efficacy of local governments. Therefore social welfare organization have to do connection role between welfare needer of local society and manager of local government.
