본 연구는 한국의 공공연구기관을 대상으로 대표적인 성과지표인 특허 창출에 대한 효율성을 분석 하고자 하였다. 공공연구기관 중 정부출연(연)을 대상으로 확률프런티어 분석을 이용하여 미국에서 출 원 및 등록한 특허 효율성을 분석하였다. 본 연구의 특허출원 효율성은 54.7%, 특허등록 효율성은 50.9%를 나타내었다. 그렇지만, 정부출연 (연)의 특허출원 및 특허등록의 효율성에서 상당한 차이를 나타내었다. 효율성이 높은 정부출연(연) 중에서 절대적 투입이 많은 연구기관뿐 만 아니라, 투입은 상대적으로 적지만 효율성이 높은 연구기 관이 존재하였다. 기존 연구들은 투입요소에 대한 고려없이 절대적인 성과에만 초점을 맞추었지만, 본 연구는 투입요소를 고려한 효율성 관점에서 연구개발 성과를 평가한 차별화된 연구라고 할 수 있 다. 본 연구를 통해서 단순히 정부출연(연)의 성과를 높이는 정책보다 효율성을 높이기 위한 정책이 필요함을 구체적으로 확인할 수 있었다.
This study attempts to evaluate the efficiency of patent creation by analyzing public research institutes in Korea. We analyzed patent-oriented efficiency of U.S. patents created by Government-supported Research Institutes by making use of the Stochastic Frontier Analysis (SFA). The results show that there were significant differences in the efficiency of patent application and patent grant. There were high-efficiency Government-supported Research Institutes whose inputs were enormous, but there were equally efficient research institutes whose inputs were quite low. Although prior research focused on outputs regardless of input factors, this study is a differentiated research evaluating research and development outputs in terms of efficiency by considering input factors. From this study, we expects that more sophisticated studies in this vein may be attempted and make policy recommendations for the government.
