The purpose of this study was to analyze implementing process of the
Nuri Curriculum policy and subsystem including various participants, conflicts,
cooperation and policy output in implementing process of the Nuri
Curriculum policy by applying Advocacy Coalition Framwork of Sabatier.
The conclusions of the research problem are as follows.
First, relatively stable variables as external variables of the Nuri
Curriculum Policy include low birth rate, the integrated early childhood
education and care, and the Law and the Enforcement Ordiance of
Childhood Education. External events are increase in the cost of childcare
and as changes of the public opinion, the presidential election pledge, major
progressive city-province superintendents of educadtion, and the 20th
National Assembly. Second, short-term limitatin and resources of participants
in the subsystem in the process of the Nuri Curriculum Policy are official
legal status and financial resource. Third, in the process of the Nuri
Curriculum Policy, two advocacy coalitions are formed: the goverment
ministry coalition around Ministry of Education and the city-province
education office coalition around the council of city-province superintendents
of educatdion. Fourth, the government ministry coalition and the
city-province education office coalition conflicted on the subject of budget
compilation, basis of the laws, expansion of sources of revenue for the local
education budget, and etc. in terms of their different beliefs. Fifth, the Nuri
Curriculum Policy has not been revised from the orginal plan.
