This research analyzed decision process about development of police drone, especially
search and rescue drone with the application of Kingdon’s police stream model.
Kingdon’s three streams, policy entrepreneur, and policy windows are also analyzed for
this research.
The policy problem stream was formed because missing persons have increased while
missing persons have not been found quickly. Regarding the policy alternative stream,
several policies for missing persons have been suggested but they are not effective. The
application of drone for searching missing persons is considered as a desirable
suggestion. The fourth industrial revolution, government’s policy on unmanned vehicle,
and politicians’ interest on technology formed the political stream. The three streams
are met and policy window is open. Policy entrepreneur such as National Police
Agency played an important role in the policy decision on the development of search
and rescue drone. Further research on this field will be needed in the future.
