본 연구에서는 Kingdon의 정책흐름모형을 적용하여 경찰용 드론, 특히 실종자 수색용 드론의 개발이 어떻게 결정되었는지에 대해 분석하였다. 이를 위해서 Kingdon의 세가지 흐름들과 ‘정책활동가’ 및 ‘정책의 창 (policy window)’에 대해서도 분석하였다. 정책문 제의 흐름은 실종자의 증가와 일부 실종자 발견이 제때 이루어지지 못하고 있는 상황으로 실종자 문제가 사회문제화가 되고 있었으며, 정책대안의 흐름과 관련하여 실종자의 발견 을 위하여 여러 정책들을 실시하고 있었으나 기대만큼의 효과가 없는 상황에서 드론의 활용은 매우 매력적인 정책대안으로 제시되었다. 끝으로 4차 산업혁명이라는 세계적 흐름 과 정부의 무인이동체 중점 육성 방침, 정치권의 첨단 기술에 대한 관심 등으로 인하여 정치의 흐름이 형성되었다. 위 세가지 흐름이 결합하여 정책의 창이 열리게 되었으며, 경 찰청 등 정책활동가의 적극적인 역할로 실종자 수색용 드론의 개발이라는 정책이 산출되 게 된 것이다. 앞으로도 드론 등 첨단기술의 도입에 대한 관련 연구가 지속되어져야 할 것이다.
This research analyzed decision process about development of police drone, especially search and rescue drone with the application of Kingdon’s police stream model. Kingdon’s three streams, policy entrepreneur, and policy windows are also analyzed for this research. The policy problem stream was formed because missing persons have increased while missing persons have not been found quickly. Regarding the policy alternative stream, several policies for missing persons have been suggested but they are not effective. The application of drone for searching missing persons is considered as a desirable suggestion. The fourth industrial revolution, government’s policy on unmanned vehicle, and politicians’ interest on technology formed the political stream. The three streams are met and policy window is open. Policy entrepreneur such as National Police Agency played an important role in the policy decision on the development of search and rescue drone. Further research on this field will be needed in the future.
