본 연구는 문헌연구를 통하여 먼저 세계 주요 국가들의 경찰항공대의 현황과 장비 등에 대해 살펴본 후, 무인항공시스템을 경찰항공대에 도입·활용하는 것에 대해서 미국의 사례 분석을 중심으로 비용효과분석(Cost-Effectiveness Analysis)의 측면에서 타당성을 검토해 보았다. 단위비행시간을 분석단위로 하여 추산한 결과, 경찰헬기는 노후화에 따른 감가상 가비(depreciation cost), 연료비(fuel cost), 관리비(maintenance cost)가 매우 큰 반면, 무인 항공시스템은 시간 당 운영비가 헬기의 10퍼센트에서 40퍼센트에 지나지 않는 것으로 분 석되었다. 경찰항공대에서 무인항공시스템이 활용된다면 관리주체가 명확해 지고, 타항공 기의 운항 일정을 알 수 있기 때문에 충돌가능성도 줄일 수 있는 등 여러 장점이 있다. 특히, 경찰 헬기가 비행할 수 없는 지역이나 테러나 인질 상황 등으로 피격·추락의 위험이 있는 곳에 무인항공시스템을 상호보완적으로 운영한다면 엄청난 시너지 효과를 얻을 수 있을 것으로 예상된다.
This study firstly looked at the mission and profile of the major police aviation units around the world and then reviewed the case study of a cost-effectiveness and feasibility analysis of implementing Unmanned Aerial Systems(UAS) into the police helicopter fleet in Los Angeles Police Department. The case study showed that the operating cost of the UAS is just 10 – 40 percent of that of helicopter fleet per every flight hour. The reason is that depreciation, fuel, and maintenance costs of helicopters are very expensive. If the police aviation unit employs UAS, the police accountability of using UAS will be clearer and the possibility of collision with other air crafts can be decreased. Furthermore, the synergy effect will be gained if the UAS is complimentarily applied to a hostage, terror, or any situation where the police helicopter cannot operate the mission due to limitation. The possibility and methods of implementing UAS in the Korean National Police helicopter fleets are discussed.
