이 연구의 목적은 4차 산업혁명 시대에 대응하여 학교제도를 개선하는 방안을 도출 하는 것이다. 4차 산업혁명의 도래에 따른 교육적 시사점을 3가지로 분석하였다. 첫째, 미래 사회의 변화를 예측하고 이에 맞는 미래 인재상과 그에 맞는 핵심역량에 대한 논 의가 필요하다. 둘째, 미래 사회의 변화는 학교를 포함한 교육 시스템의 총체적 혁신을 요구한다. 셋째, 4차 산업혁명으로 인한 사회적 변화는 승자 독식의 구조를 가속화시킬 것으로 예상되므로 사회적 약자를 위한 교육정책을 강화해야 한다는 것이다. 4차 산업혁명이 가져올 사회 변화에 대응하는 학교제도의 변화 방향으로 “개인별 학습 시스템”을 제안하였다. 개인별 학습 시스템은 학교의 역할을 재규정하는 것으로 시작하여, 교육과정, 교수․학습 과정, 평가방식, 교사의 역할 등 총체적인 전환을 요구 하는 것이다. 개인별 학습 시스템을 구축하기 위해서는 학교 자체의 변화도 중요하지 만 교육제도의 변화도 중요하다. 개인별 학습 시스템이 운영되기 위한 기반이 되는 제 도적 변화가 함께 이루어져야 하는 이유는 학교가 교육제도의 틀 안에서 운영되는 하 위 시스템이기 때문이다. 제도적 변화의 가장 핵심적인 요소로 교육제도 운영의 철학, 학교제도, 입학제도, 학교 시설의 변화를 제시하였다. 개인별 학습 시스템의 적용 과정에서 정책적으로 고려해야 할 사항을 제시하고자 한 다. 첫째, 정권을 초월하여 장기적 관점에서 추진할 필요가 있다. 둘째, 학교제도의 전 반적인 혁신을 위해서는 교사의 변화가 무엇보다 중요하다. 셋째, 개인별 학습 시스템 구축 등의 다양한 실험이 이루어지기 위해서는 우선적으로 교육제도의 유연성을 마련 하는 것이 필요하다. 넷째, 학교 시스템의 혁신을 위해서는 교육 주체의 신뢰를 얻는 정책 리더십이 필요한 것으로 제시하였다.
The purpose of this research is to design a personal learning system for the purpose of responding to the era of the fourth industrial revolution. This study analyzed three educational suggestions for the fourth industry revolution. First of all, it is needed to discuss future human resources images and core competencies matching them. Secondly, future social changes call for general innovation of educational systems. Third, since the change of society is expected to accelerate the structure of the winner-take-all society, it is necessary to strengthen the educational policy for socially vulnerable people. Thirdly, in order to conduct various experiments such as establishment of an individual school system, it is necessary to establish flexibility of the educational system with priority. Fourth, for innovation of the school system, this study suggest that policy leadership that gains the trust of the people is necessary. In the process of applying the personal learning system, this study try to present matters to be considered. First of all, it is necessary to promote a long-term perspective beyond the regime. Second, for the overall innovation of the school system, teacher change is more important than any other things. Third, in order to conduct various experiments such as establishment of an personal learning system, it is necessary to establish flexibility of the educational system with priority. Fourth, for innovation of the school system, this study suggest that policy leadership that gains the trust of the educational entity is necessary.
