This study aims to analyze the characteristics of the 1st and 2nd round
evaluation for University Structural Reform in Korea and to compare the
characteristics of the 1st & 2nd round evaluation within the framework of
Politics vs Markets. For this purpose, I will first examine the characteristics
of the 1st round evaluation through four controversial issues and analyze
whether the objectives of the evaluation were achieved. The four
controversial issues to be discussed are the following: ① A general
reduction plan for entrance quotas of universities against an expulsion plan
for inadequate universities, ② Compulsory entrance quota reduction plans
against autonomous entrance quota reduction plans, ③ A single monolithic
evaluation district on a nationwide level against multiple evaluation districts
differentiated by region and by type, ④ Innovating the higher education
ecology against maintaining the status quo. Next, I will also examine the
main characteristics of the 2nd round evaluation for University Structural
Reform. The appraisal of the 2nd round evaluation will be made by
comparing with the 1st round evaluation, focusing on the four issues
employed to analyze the characteristics of the 1st round evaluation. This
study, conducted when the 2nd round evaluation is beginning, will result in
better understanding of the nature of the 2nd round evaluation and in
identifying the tasks to resolve for the success of the 2nd round evaluation.
