In 1984, the temporary education council was set up in response to the demands of the times, in which Japan needed to nurture human beings who could respond to social change, and so extensive educational reforms began. The temporary education council presented the principle of emphasizing individuality from the final report in four replies. This was in response to the demand to diversify and individualize away from uniformity, rigidity and closeness. The principle of respect for individuality is closely related to the 'power to live' that appeared in the 1996 Central Education Council report. In 1998, 2008, and 2017, the Guiding Principles for Teaching Learning keeps the principle of respect for individuality and maintains the personality in the commonality of consideration, tolerance, and cooperation. Based on the principles of respect for individuality, this is reflected in the education reform document, and furthermore, the model for the individualized education is developed and practiced and the goal is achieved. This suggests many implications for individualized education.
