본 연구는 현재 실시하고 있는 대구시 장애인복지정책의 내용을 중심으로 대 구시 장애인복지의 현황과 개선점을 제시하고자 하였다. 그 결과 현행 대구시장 애인복지정책이 중앙정부에서 제시하고 있는 장애인복지정책의 큰 틀을 벗어나 지 못하고 있다는 점과 대구시장애인복지시설이 지역적으로 편중되어 있고, 특 정 장애유형에 집중되어 있으며, 시설의 규모가 대규모라는 것을 확인하게 되었 다. 여기에서 본 논문은 지역복지계획수립에 기초하여 대구시의 장애인복지정책 의 방향을 올바로 수립하기 위해서는 정책입안자들의 장애인복지에 대한 관점 과 인식변화가 선행되어야 함을 지적하였다. 또한 대구시도 장애인복지의 중요 성을 인식하고 있지만 실질적인 재정지원에 있어서는 소극적이라는 사실을 파 악하였다. 따라서 대구시 장애인복지정책의 실질적 수립을 위해서는 현재 대구 시장애인복지의 현황에 기초하여 개선점들이 모색되어야 할 것을 제시하였다.
This study presents the current situation and some improvements of social welfare policy for disabilities of Tae-gu city in the way of content analysis. The result is that the current disability welfare policy of Tae-gu city is not much different from that of central government and Tae-gu city's disability welfare facilities lay in a regional disproportion, concentrated on a specific type of disability. Furthermore the result showed that most disability welfare facilities are grand scale. With these reasons, this study pointed out that the perspective and recognition of policy makers on disability welfare should be preceded for establishment of desirable disability welfare policy. This study, moreover, gets hold of the fact that though Tae-gu city's policy makers recognize the importance of disability welfare but they are passive and negative in aiding fund. With these respect, this study suggest that there should be a groping of improvement on the basis of current disability welfare situation for the purpose of substantial establishment of disability welfare policy of Tae-gu city.
