The central government, which has tried to transfer public assistance centered social welfare to community centered social welfare, makes it obligatory that each local government should develop community welfare plan in 2003 under the social welfare act. Local governments with little experience for community welfare plan have trouble with establishing community welfare plan influenced by public opinion. This study starts from this critical mind and is going to form basic concept of establishing community welfare plan through theoretical and principle examination of community welfare plan. Moreover, based on this theoretical background, this study progresses case study on community welfare plan of Pyeongtaek City. Community welfare plan should be based on public opinion and establishing plan should also be based on allness, subjectivity, sociality, interchange and regionality. Thus, this study is going to discuss in detail how community welfare plan can be established through the case of Pyeongtaek City.
