주민자치센터의 활동은 지역주민의 참여하에 주민 스스로 지역문제를 연대해 서 추진하도록 하는 것이 무엇보다 중요하다. 즉, 자율방범, 방재치안 및 교통․ 지역환경 보전, 마을환경 가꾸기 그리고 교육, 문화, 체육, 여가 등의 주민복지기 능의 실천을 위해 주민이 주체가 되어 논의하고 결정하며 집행해 나가도록 해야 한다. 이는 주민자치센터의 주요기능이 목적 기능인 ‘지역복지기능’의 실천을 위 한 수단기능으로서의 ‘주민자치기능’이 강조되어야 함을 의미하므로 주민자치센 터의 기능과 역할상의 우선순위의 재정립이 모색될 필요가 있는 것이다. 지금까지의 선행연구에서는 주민자치센터의 주요기능에 있어서 단순히 문화여 가와 생활편의를 제공하는 주민자치활동의 장으로서의 기능과 지역복지 증진기 능의 중요성을 동등하게 주장하거나 아니면 주민자치기능의 중요성을 더 강조하 거나, 지역복지증진 기능을 더 강조하는 등의 혼란을 초래하는 주장들이 많았다. 하지만 이제 주민자치센터는 지역주민들에게 아동복지, 청소년복지, 노인복지, 여성복지 등의 다양한 주민복지 프로그램을 제공할 수 있도록 점차 그 기능을 전환하고 재정립하여, 앞으로 주민자치센터를 접근성(acceptability)이 가장 강화 된 자치적 종합복지근린시설로 변모시키는 것이 필요하다고 사료된다.
The Purpose of this Study is to Analyze Local Welfare Function of Citizen's Community Center by Means of Survey Method and Present Practice Possibility of Local Welfare Program in South District Area of Daegu Metropolitan City. Decentralization and Citizen Participation is the Key Elements of Local Autonomy. Citizen Community Center is the Institutional Mechanism to Induce Citizen Participation in Which Local Governments and Citizens may Co-product and Build Community. The Main Contents of this Article are to Examine Various Functions of Citizen's Community Center, Analyze Local Welfare Functions of it for Resident, and Present Welfare Program for Normatively which are Possible to Practice in Citizen's Community Center. The Analysis Results of this Study are Following, First, Citizen's Community Center Performs Various Local Welfare Functions, Including Child Welfare, Youth Welfare, Woman Welfare, and Welfare for the Elderly. It must be Transformed with Comprehensive Welfare Center which Residents are Easily Accessible. Second, The Major Function of Citizen's Community Center must be Readjusted with Local Welfare Function by Ends Function, not be Citizen's Autonomy Function by Means Function. Third, It Citizen's Community Center Contributes to the Development of Local Welfare, Citizen's Community Center must Utilize Community Resources and Social Worker as Professional.
