朝鮮王朝에서 惠民署와 같은 對民醫療기구를 확대강화한 것은 일반 民庶로까 지 保健醫療의 대상이 급속히 확대되었다는 것을 의미한다. 爲民政治를 표방하 는 儒敎이념의 영향으로 朝鮮王朝의 保健醫療가 특수성을 넘어 보편성을 띠게 된 것이다. 이것은 醫療史的으로나 福祉的 측면에서 볼 때 적지 않은 의의를 지 닌다고 하겠다. 그러나 朝鮮후기에 이르러 인구의 증가와 兩亂 이후 기근ㆍ역병 의 창궐로 大衆保健醫療수요가 많아져서 惠民署가 담당해야 할 醫藥의 수요는 증가하였으나, 惠民署의 재원인 공납과 약전은 상대적으로 부실하여 對民保健醫 療는 약화되었다. 여기에 더하여 양반관료를 위한 각 衙門의 약방이 확대되어 惠民署의 醫藥부족은 더욱 심화되면서 ‘惠民’의 이념을 제대로 실현하지 못하게 된다.
Since the early Joseon Dynasty, the state managed Hyeminseo(惠民署) by strenthening and widening. This mean that the target of medical has been expanded in order to meet the medical needs of common people. Chosun Dynasty tried to secure drug ingredients(약재) in a more stabilized way so that drug pieces could be maintained at a lower level and thereby medical treatment could be applied to a wide public. Also the state had developed the Hyangyak(鄕藥) throughout the country for medical services for commom people. This has considerable implications in terms of medical history or social welfare. However, in the late of Chosun Dynasty, Hyeminseo(惠民署) has been badly managed by various factors, and curing common people(對民醫療) has been weakened. Facing population growth, the spread of infection, institution's pharmacy, bad tributary payment and Jongyakjeon(種藥田)of devastation, the operation of Hyeminseo(惠民署) was getting worse and worse. So Hyeminseo(惠民署)'s the name and the actual has become different.
