In Japan, long-term care insurance went into effect in April of 2000, and a total review of the long-term care insurance was undertaken five years after that. As the number of those with minor illnesses increased sharply, the review suggested that it is necessary to create a new item, preventive expense, in order to manage the care for them and, thus, community total support centers were established. The purpose of this study lies in addressing the social worker’s role at community total support center as preventive expense, and in considering how these cases can be best applied to Korea based on the discussion. In conclusion, the implications of the community total support center of Japan are as follows: First, a social worker should provide support so that the cooperative system between administrative body and the private sector is built and local residents may take care of themselves through cooperation. Second, in order for community total support center to properly function, social worker’s authority should be strengthened in relation to the network system and services with the administrative body and the private organizations. Third, a supervision both by internal and external experts should be strengthened in connection with the social worker’s consulting and the network organization works, and mutual training system that utilizes occupation association should be built. Fourth, it is important for social workers to strengthen the reaction capability in relation to providing services from consulting to cruelty prevention. Lastly, social workers should grasp the understanding of the local residents’ needs in medium to long term. Based on this understanding, it is necessary to closely cooperate with the related institutions by sharing information, for instance.
