본 연구는 장애인 취업과 생산적 활동을 위한 장으로서 장애인보호작업장의 문제점과 이에 대한 활성화 방안을 도출하기 위하여, 최근 이슈화되고 있는 사 회적 기업의 특성을 연계하여 살펴보았다. 이를 위해 서울ㆍ인천ㆍ경기의 장애 인보호작업장 166개소를 대상으로 설문조사를 실시하였다. 분석결과로 첫째, 생 산성에서는 제품을 생산하는 과정이 그렇게 간단하지 않은 반면, 매출증진 및 그 기관을 대표할 수 있는 특화상품의 개발, 그리고 매출을 담담할 부서가 요구 되었다. 둘째, 자원의 다양성을 분석한 결과, 한정된 재원확충을 위해 사업기금 에 대한 자원개발이 절실히 요구되고 있었고, 각 기관의 자립성을 확보하기 위 해서 다양한 자원확보의 노력이 절실히 요구되었다. 셋째, 장애인보호작업장은 일반 기업체와의 연계와 소속되어 있는 지자체와의 연계 필요성 및 그들의 실질 적인 참여가 요구되었다. 본 연구결과를 토대로 장애인보호작업장을 사회적 기 업으로 활성화시키기 위한 사회복지의 실천적, 정책적 함의를 논의하였다.
The purpose of the study approaches to how to activate sheltered workshop for the disabled. The subjects for the research were surveyed and analyzed in 166 sheltered workshops registrated under healthcare and welfare department. The results are following. First, The result of “productivity”; the process of production line is not that simple compare to other enterprise but the aspects of work force environment, continuous work order, incomes are rather than average. Second, The aspects of various resources. There is a lot of human resources supported from the government or volunteer manpower. Among the manpower from different organizations should link each other and co-operate. Third, Sheltered workshops need to many connections with regular businesses because the connections are also in the relevant to develop brand new products and employee for the disabled. Therefore this research figured out the relationship between the community organization and sheltered workshop for disabled were practically helpful for the disabled.
