At the moment, issues on social welfare services delivery system are discrepancy between purposes and outcomes of Citizen’s Living Support Services, expansion of voucher provisions in the social welfare services and it’s impact on the public responsibility, implementation of new social care system for old people and negative effects of it’s competitive provisions, and influence of marketization and privatization of the social welfare services. These issues are related to the recent government policies to promote efficiency and effectiveness of social welfare services. In these contexts, this study tried to describe present problems and directions for the future in the social welfare services delivery system. For this purpose this study focused on two topics. The first is on the alternative features of local government delivery system securing it’s accountability and responsibility. Next is the need for the introduction of market-like strategy because of provider oriented present social welfare services system. This study also included reflections on the expected negative influences of market strategy concerning it’ s weakness on service user protection, quality assurance and qualified workforce. These two topics revealed close interdependency and their alternatives are simultaneously related to the making relevant partnerships between local governments and nongovernmental subjects.
