The objective of this study is to find out changes on the delivering features of the adult home care services in England. For this, this study concentrated on themes of the characteristics of public financing, provision agency and quality assurance system of adult home care services. This study shows three inter-related trends in England. First, the increasing demands of care services have changed the flow of public financing. There is a tendency to provide public finance directly to service users rather than to aid service provision agencies. It can be called marketization. Second, this changing pattern of public financing results in accelerating diversities in the characteristics of service provision agencies, especially the expansion of for-profit organizations, so called privatization. Third, as the role of private sector had expended, the importance of establishing the quality management system to assure users’ right to choose safe and effective services was raised. The study findings can be utilized as a basic information for reviewing or reforming the care service institutions in other countries.
