The symbolic meaning of The National Basic Livelihood Security Act in the
history of the Korean social security system cannot be evaluated too much.
Specially, The National Basic Livelihood Security Act launched as a foundation
for institutionalization of the Self-Sufficiency Project in 2000. That is to say, It
was the Korean version of the Welfare-to-Work Program. But It has been
largely changing since 2013. All of the welfare recipients with work-capability
who should have participated in Self-Sufficiency Work Program merged with
job-first focused program, Job-Attainment Package Program. Such a grand
transformation resulted in the remarkable reduce of recipients with
work-capability not being free from a work-duty and the fall of recipient's level
of self-sufficiency capability. Based on the result of this study, it suggests as
follow. Firstly, Job-first focused Self-Sufficiency Policy such as Job-Attainment
Package Program should be fundamentally reconsidered. Secondly, evaluation
methods of Self-Sufficiency Center should be improved as a system of focusing
on social outcomes instead of economic ones. Thirdly, the delivery system of
Self-Sufficiency benefit should be restructured as a direction of enforcing
cooperation between government and non-government.
