This study analyzed the frames of in the low-birth rate news. Specifically, it analyzed whether there
were differences between the government’s press releases and news articles, between government’s
press releases and news articles utilizing the press releases. The study analyzed 114 cases of the
government’s press releases (54 cases of central government, 60 cases of local government) and 119
cases of the newspapers’ articles (Chosenilbo 48 cases, Hangyoreh 71 cases). First, the study found that
both the government and the papers more often used thematic frames compared to the episodic frame,
but there was opposite result in case of local government. Second, the government’s press releases
focused on policy PR frame, while the papers focused on attribution of responsibility frame. Third, the
publishing rate of government’s press releases on low-birth rate was about 38%,, while the articles
utilizing the government’s press releases showed statistically significant in differences from
government’s press releases in frame. The findings have effectively demonstrated there was gap
between government and media in low-birth rate issue, and suggested some implications.
