The present study aims to make suggestions for multicultural education system as well as policies of
Korea, by examining the counterparts of Department of Education in New Jersey, focusing on its Comprehensive Equity Plan(CEP). CEP is a state-mandated three-year plan of all school districts in New
Jersey intended to achieve and maintain compliance of equity in educational programs. The four main
sections of CEP is the following. First, Board Responsibility appoints Affirmative Action Officer(AAO),
who is responsible for ensuring equity educational practices in each school district. Second, Staff
Development and Training provides professional development that is open to staff members, parents, and
community members, to identify and resolve problems associated with inequities among the students. Third,
School and Classroom Practices ensures that the curriculum and instruction of each school district eliminate
discrimination and achievement gap, providing equity in educational programs. Fourth, Employment /
Contract Practices ensures that each school district provides equal and bias-free access to employment
procedures. Several implications, in a matter of ensuring equitable education, are proposed for improving
management and operation of multicultural education system in Korea.
