The year of 2017 will be remembered as an important year for the
political history as for the 19th Presidential Election, following the
impeachment of the 18th President, Park Geun-Hye. Even in the education
fields, many issues received attentions of the voters during the rather
special event, the Presidential Election. Some evaluate that after the 5·31
Education Reform, the Korean education put its basis on economy, having
most of its materials based on basic economic principle. It has been argued
that the past regimes have regarded education policy as the most important
framework policy regardless of political orientation or ideology. On the other
side, however, many criticize the fact that education policy changes too
frequently one regime after another. Therefore, this research was aimed to
observe the change of positioning in political parties during the four
presidential election period after the year 2000 as an ideological indicator.
Additionally, the research aims to analyze the parties’ reactions during the
election season; how they receive the public’s request and from which
positions they ask for an appeal. The study did not utilize conventional
survey type data which is acquired by asking the experts or public but
utilized and text-analyzed the western world’s data to figure the position
of the party on the public education. The study found the following results.
After issue-analysis, each party dealt with issues related to‘universities’
and ‘teachers’ appealing to the public but chose diction that reflected
the party’s ideology. The coordinate Analysis showed that Education policy
did not contradict clearly but to a degree reflected the party’s ideology. Conservative parties had larger changes during the time of crisis or
public’s demands.
