In this paper, it is necessary to find the desirable direction of national citizenship and global citizenship
in social studies. After drawing implications through analyzing textbooks, I developed the citizenship
education program of 6th grade. And the program was applied to one class in S grade 6 elementary
school in Seocho-gu, Seoul. Before applying the program, pre-test was conducted to measure students'
citizenship and global citizenship. After applying the program, post-test was conducted using the same
questionnaire. The conclusion is as follows. First, the civic education program has had a positive effect on
cultivating the national citizenship and global citizenship of elementary school students. Second, through
the Citizenship Education Program, students were able to look at conflicts among countries from various
perspectives and try to find solutions to problems. This study can be said to have influenced the
development of the qualities of citizenship education program which is a global citizen who seeks global
value embedded in the conflict between countries.
