애국심을 고양하고 사회통합기능을 제고하는 보훈정책이 더욱 중요해지고 있음에도 불구하고 그동안 보훈정책 수행에 있어서 핵심적인 역할을 담당하는 기념관에 대한 체계적인 관리가 이루어 지지 못했다. 이러한 문제의식에서 본 연구는 현충시설 기념관을 대상으로 현황분석, 심층면접, 설 문조사 등 다양한 방법으로 기념관 관리운영 실태를 분석하고, 관리 고도화를 위한 시사점을 도출 하였다. 연구 결과는 다음과 같다. 첫째, 대부분의 기념관은 인력, 조직, 예산 등 구조적인 자원 부 족에 노출되어 있으며 결과적으로 전시와 계기행사 등 기본적인 기능 외 전문적인 서비스 제공이 어려운 상황에 있다. 이에 대해 단기적으로는 기념관에 대한 충분한 지원이 필요하나 장기적으로는 기념관 건립 시 장기적인 관리운영 계획 수립을 의무화하고 부실화되거나 중복된 기념관에 대해서 는 용도 전환 또는 통폐합을 고려할 필요가 있다, 둘째, 기념관 관리운영과 관련된 주체가 매우 다 양하고 협력체계가 구축되지 않아 기념관 관리운영 개선을 위한 노력이 효과를 내고 있지 못한 관 계로 이에 대한 개선이 필요하다. 셋째, 기념관이 처해 있는 상황이 매우 다양하기 때문에, 단일한 기준에 의거 관리하기보다는 다양한 모델을 설정하고 유형화한 접근이 필요하다.
This study aims to analyze managerial situation of memorial hall by using in-depth interview and survey from memorial hall managers in order to improve memorial hall management. The results of the study are as follows. First, most memorials are exposed to lack of structural resources such as manpower, organization, and budget. As a result, it is difficult to provide professional services other than basic functions such as exhibitions and occasional events. However, in the long run, it is necessary to establish a long-term management plan in case of building a memorial hall, and what is required is to take into consideration the change of use or abandonment of the memorial hall which is damaged or duplicated. Second, There is a wide variety of subjects involved and the effort to improve the management of the memorial hall is not working because the cooperative system is not established. Third, because the situation in which memorials are located is very diverse, it is necessary to set up and construct various models rather than managing them based on a single standard.
