In order to communicate information between onshore and offshore vessels, the Navy has a number of
simultaneous accesses to satellite communications repeaters that are in operation. The Navy is introducing a
frequency division multiple access method first and then a time division multiple access method . However,
considering the nature of the missions to be performed by naval vessels, several vessels must be able to use simultaneously, and a large amount of information must be communicated with guaranteed reliability.
Currently, the system does not have clear criteria or procedure for each of the two access method selection
criteria and each frequency allocation procedure. Therefore, there is a limitation in allowing a large number
of users to communicate various types of information reliably and promptly. Therefore, in order to operate
the given frequency band more efficiently, it is necessary to study how to improve the frequency allocation
to be automatically performed by hand. Therefore, in this paper, we have studied the method of
automatically allocating the frequency by checking and comparing the frequency operation status when
requesting the frequency allocation by the operating unit as a method for operating the naval satellite
communication as efficiently as possible.
