본 연구는 군 상담과 직접 관련이 있는 연구 및 문헌들을 개관하여 그 문제점을 도출하고, 그에 따른 발전방안을 제시하며 특히, 군 상담 실무자인 군 간부와 병영생활전문상담관의 임무와 역할을 구분하여 그들의 임무수행과 정체성을 확립하기 위한 방안을 제시하는데 목적이 있다. 현재 군은 사 고를 예방하고 건전한 병영문화를 구현하기 위해 상담관련 정책들을 시행중에 있다. 하지만 군 간부 들이 수행하는 상담은 면담과 충고의 수준을 벗어나지 못하고, 구조적으로 이중관계와 비밀보장의 어 려움 등의 문제들이 존재한다. 군에서 전문적인 상담임무를 수행하는 병영생활전문상담관은 제한된 권한 및 소극적 역할, 상담관의 역할과 한계에 대한 염려 등의 고충을 실제로 호소한다. 이러한 문제 점들을 개선하기 위하여 군 간부와 병영생활전문상담관의 임무와 역할을 구분하여 부여하고, 그들의 전문적인 임무수행을 위한 정체성 확립 및 여건보장의 발전방안을 제시하였다. 또한 향후 추진과제를 제시하고 본 연구의 의의에 대해 논하였다.
The goals of this study are to definitely classify the role and duty of the military counseling workers and to suggest the method establishing the identity of military counseling specialists through looking over studies and literatures related to military counseling. The current policy is actively in effect to realize the wholesome military culture. However the counseling to soldiers by military officers have many problems because they have unprofessional counseling skills. And there are structural difficulties of dual relation and confidentiality. The military counseling specialists have also difficulties to do professional counseling because their identities are not established. Based upon these problems, this study suggests the classification of domains in the military counseling according to the role of military officers, military counseling specialists and to grant of the role and duty regarding the military counseling workers included each domain. And this study suggests also the method of establishing the military counseling specialist’s identity. Finally future initiatives are presented and the meaning of this study is discussed.
