The purpose of this study is to analyze the perceptions and needs of the textbook publishing system for special education according to the textbook classification notices and to prepare the improvement plan of textbook publishing system for special education. For this purpose, 193 special education teachers and 32 professors analyzed the results of the questionnaires and conducted a secondary survey on 6 special education specialists. The results of the study are summarized as follows. First, the special education textbook should basically maintain the basic framework of the current government-designated textbook publishing system. Second, it is necessary to develop the recognized textbook of special education that can complement the government-designated textbook. Third, the learning materials developed by the National Institute of Special Education and the City and provincial offices of education should be recognized as recognized textbook and distributed to the site. Fourth, we need to introduce a free issuance system for special education textbook.
