In this study, the major viewpoints and components of the complex system suitable for the policy analysis were set up through the analysis of the previous research. The framework of the derived analysis is the sensitivity of the initial conditions, interaction, and self-organization. Utilizing the framework of this analysis studies the change of Act on Special Education for the disabled persons, etc and Special Education Imp rove Act through metaphor analysis. As a result, related Act on Special Education in Korea was gradually evolving as the time changed, through the increase of the number of agents, the complexity of the interaction, and the process of self–organization. In addition, the revision of the Special Education Improve Act, the announcement of the comprehensive plan for special education, the establishment of Act on Special Education for the disabled persons, etc. Based on the results of this study, it is suggested that there are the need to secure the number of internal agents, the need for management of feedbacks of agents, the development and research of logic for maintaining the essence, and establishment of a policy research institute.
