본 연구는 선행연구 분석을 통해서 정책 분석에 적절한 복잡계의 주요 관점과 구성요소를 분석의 틀로 설정하였다. 도출된 분석의 틀은 초기조건의 민감성, 상호작용, 자기 조직화이다. 이러한 분석의 틀을 활용하여 특수교육 관련법인 『특수교육진흥법』과 『장애인 등에 대한 특수교육법』의 변화과정을 추론과 은유적 방법으로 고찰하였다. 고찰 결과 특수교육관련법은 시기가 변해갈수록 행위자 수의 증가, 상호작용의 복잡성, 자기 조직화 과정 등을 통해서 점점 진화해 가고 있었다. 또한 『특수교육진흥법』의 개정, 특수교육종합계획 발표, 장애인 등의 대한 특수교육법 제정, 특수교사 추가 임용시험 시행의 창발 현상도 확인 할 수 있었다. 연구결과를 바탕으로 내부 행위자의 수 확보 필요, 행위자들의 되먹임 관리의 필요, 본질 유지를 위한 논리 개발과 연구, 정책 연구기구 신설 등의 개선이 필요하다는 시사점을 얻었다.
In this study, the major viewpoints and components of the complex system suitable for the policy analysis were set up through the analysis of the previous research. The framework of the derived analysis is the sensitivity of the initial conditions, interaction, and self-organization. Utilizing the framework of this analysis studies the change of Act on Special Education for the disabled persons, etc and Special Education Imp rove Act through metaphor analysis. As a result, related Act on Special Education in Korea was gradually evolving as the time changed, through the increase of the number of agents, the complexity of the interaction, and the process of self–organization. In addition, the revision of the Special Education Improve Act, the announcement of the comprehensive plan for special education, the establishment of Act on Special Education for the disabled persons, etc. Based on the results of this study, it is suggested that there are the need to secure the number of internal agents, the need for management of feedbacks of agents, the development and research of logic for maintaining the essence, and establishment of a policy research institute.
