This study is to look over the trends of the transfer of the welfare services to the local authority from the central government, to anticipate the effects of transfer, and to suggest the roles of the organizations of the people with disabilities.
This year 67 services among 138 services of the Ministry of Health and Welfare is transferred to the local authority. Among the 67 services, 24 services are services for the people with disabilities. And the remain services would be transformed into block grants
Theses trends of the transfer would have negative and affirmative effects simultaneously. The affirmative ones would be like as followings: increase of the autonomy of the local authority, increase of the efficiency of total budget, expansion of the welfare services in consideration of the citizens of the local area, and possibility of expansion of the budget for welfare services. At the same time negative effects are anticipated like possibility of deduction of the budget for welfare services, expansion of the gap between local authorities and welfare service categories besides.
To keep away from the negative ones, and to promote the affirmative ones, organizations of the people with disabilities should try to construct local governance through local committee of the welfare for the people with disabilities and local welfare council, to strengthen the solidarity between general nongovernment organizations, to participate in the process of the budget making, and to reconstruct the role between the organizations of the people with disabilities.
