As more Koreans value the true meaning of leisure in our lives, it is imperative for Koreans to actively create and manage their leisure rather than responding passively to it. It is also needed that government should correctly diagnose problems and provide holistic solutions to such important issues as leisure recognition, leisure education, leisure utilization, leisure consumption, and leisure rights. It is time for the government to formulate leisure policy that will benefit Koreans to enjoy their leisure rights. Therefore, this study aims at providing future directions for leisure policy by examining some problems of current leisure policy reflected in the cultural vision of the participatory government. As a result of the study, the following problems have been identified in current leisure policy of the government: leisure policy being not treated as a separate and independent policy area, difficulty in setting policy range due to different interpretation of the meaning of leisure. and finally the lack of policy evaluation system. Therefore, the followings were suggested for the future policy recommendations. First, setting up evaluation process on leisure policy implementation by adopting cultural management is needed. Second, the government should foster work force specialized in leisure and establish government-university relationship in this area. Third, repositioning of the policy range on leisure in required. Fourth, there is a need for reconciliation between culture policy that forms the basis and the leisure policy that is actually implemented. Fifth, there is a need for establishing \'Leisure Policy Division\' that can integrate different leisure policies that are currently administered by different government sectors, and \'National Institute of Leisure\' that can actually implement the policy.
