NBPTS has exerted substantial spillover effects on the standards-based teacher
education reform as well as education reform in the US.
NBPTS is an independent organization established in 1987 as the first professional
body to set standards for the advanced certification of veteran teachers. The
Board\'s standards have been used to guide the work of INTASC, a group of more
than 30 states working together in “National Board-compatible” licensing standards
and assessments for beginning teachers both before they enter teaching and during
their first two years on the job. This effort, in turn, has informed the work of the
NCATE which has recently incorporated the performance standards developed by
INTASC for judging preservice teacher education programs. Thus these sets of
interlocking standards create a developmental continuum for teachers, from
preservice teacher education through licensing, induction, advanced study and
ongoing professional development.
The standards developed by the NBPTS, INTASC and NCATE are linked to the
new student standards developed by professional associations such as the National
Council of Teachers of Mathematics(NCTM).
In this study NBPTS was explored with focus on inservice and preservice teacher
education. Regarding inservice education which is the main area of NBPTS, the
mission, philosophical context, certification framework, assessment, effects of the
NBPTS certificate on teachers, benefits & latent problems that many be related with
the result of the use of NBPTS were examined. Concerning preservice education, the
number of teacher education institutions using NBPTS standards in one way or other
and the research studies dealing with preservice teacher education were explored.
