한 사회의 성숙도를 평가하는 기준은 그 사회가 약자를 배려하는 문화적 가치와 제도적 장치가 얼마나 잘 마련되어 있느냐 하는 것이다. 국가는 사 회적 약자인 아동의 복지를 책임질 의무가 있기에 학대로부터 아동을 적극 적으로 보호 및 치료하고 예방에 힘써야 한다. 특히 예방은 비용적 차원에 서 절감효과가 있을 뿐 아니라 무엇보다 아동학대가 일어나지 않도록 혹은 일어나는 위급한 상황에 즉각적으로 개입하여 사태의 악화를 막고 아동에게 미칠 수 있는 악영향을 최소화 할 수 있기 때문에 아동학대 방지를 위한 중 요한 대응이다. 이런 관점에서 본 연구는 아동학대신고제도의 활성화를 위한 방안을 마련 하고자 미국, 한국의 아동학대 신고제도의 현실을 알아보고 한국의 아동학 대 신고제도의 한계와 이에 따른 효율성을 높이기 위한 개선방안에 대해 고 찰하였다.
Evaluation standard of social maturity is how better provided social and culture value and institutional strategy for the weak. The Government have to strive for child to prevent, cureand preserve from abuse because there is a duty of responsibility for care child welfare who the social weak. Especially, institutional strategy for prevention is good for minimize harmful influence child through prompt intervene at emergency situation occurred but effect as saving budget and prevention in advance as child abuse. This study covered limit of Korean child abuse reportsystem and its more effective improvement plan for child abuse report system through compare between Korea and U.S.A.
