본 연구는 교원에 대한 학생 평가가 수업 만족도와 학업성취도 향상이라는 교육성과에 미치는 영향력을 검증하여, 교사에 대한 학생평가의 의미를 도출하는 데 목적이 있다. 이에 대한 문제의식은 현재 시행되고 있는 교원능력개발평가 중 학생 평가의 유용성 및 타당성에 대한 논란에서 시작되었다. 학생 평가가 불필요하며, 그 결과가 유용하지도 않다는 교원 집단의 반대에도 불구하고, 교원에 대한 학생 평가는 검증 과정 없이 지속되고 있다. 현장 수용도가 낮고, 교원이 신뢰하지 않는 평가는 행정력의 낭비일 뿐 실질적인 효과를 거두기 어렵다. 따라서 본 연구는 교원능력개발평가의 궁극적인 목표 중 하나인 수업 만족도와 학업성취도 향상에 대한 영향력을 분석하여, 학생평가가 갖는 의미를 탐색하였다. 연구 결과 교사에 대한 학생 평가는 학생의 수업 만족도와 학업성취도에 정적 영향력을 미치는 것으로 나타났다. 이와 같은 연구 결과는 향후 교원능력개발평가의 평가 주체, 평가 내용, 평가 활용 등과 관련하여 개선안을 도출하는 데 시사점을 제공해준다.
The purpose of the study is to explore the effects of the teacher evaluation by students on class satisfaction and achievement that are regarded as school outcomes. The research begins with the questions about the right person to evaluate teachers. New teacher evaluation system is introduced with little agreements on participants, contents, and usages of the new system, which results in conflicts and confusions on a school site. In spite of animosity from teachers, the policy with new system is implemented and continued with no effectiveness in terms of professional development. If new system has no effects on teacher's development, does it help to improve educational outcomes? If so, it might be meaningful in a way. The research begins with these assumptions. The research results shows that new teacher evaluation by students in effect improves students outcomes. In other words, teacher evaluation results by students positively affect students' class satisfaction and achievement. The results implies that the teachers and policy makers need to discuss modification of the teacher evaluation to improve effectiveness of the system.
