The purpose of this study is to change our perception to the teacher's performance pay.
So this study was an attempt to analyze teacher's performance pay from the viewpoint of
public choice theory that is an economical approach to the public services. This study aims
to explore 'the possibility to come to equilibrium of pursuing self-interest between the
government and teacher'.
For this purpose the literature review compared traditional viewpoint in the study of
educational administration to new viewpoint of public choice theory, and show interest
conflict of government and teachers in the teacher's performance pay.
The analyses found that there is the conflict of economical interest in the government and
teacher is pursuing the self- interest, a free ride can be in the consuming of the
school-based performance pay. In the viewpoint of public choice theory, the self-interest is
connected ratter in the teacher's performance pay than in the school-based performance pay.
Through this study, peoples will be growing interested in the social preference function of
educational performance.
