The pertinent planing and practicing of physical education policy plays an important role in conducting physical education. therefore, and elementarl analysis of the present elementary physical education policy is the basis of the draing up th future improvement plan . This study presents the existing state of four categofized elementary physical education policy ; administracion, teaching, program, equipment and facilities and drawing up improving plans each element. The definite results above mentioned are listed below. 1. Administrative factor: Organizing a administration system that tatke complete charge of elementary physical education and post the school inspector at each strategic point . 2. Teaching factor : reorganizing the curriculums of teacher training course and introduce the part time physical education sepcialist system that is based on classroom thacher system. 3. Program factor: Reorganizing the curriculums of main physical education program and introduce positive club sports system. 4. Equipment and facilities factor: putting the finances of school physical educaion on a firm basis and connecting with life time sports.
