The purpose of this study is to look into kindergartens’ current status of publicness, and factors related to publicness in the operation of Kindergartens. The subjects of study were 414 kindergarten directors (public-83, private-331). Data were analyzed using descriptive statistics and regression analysis. The findings of the study are as follows: First, among the four elements of Kindergartens’ publicness, universality was the highest, followed by openness, transparency, and stakeholder participation. Second, both public kindergartens and private kindergartens were high in universality. Especially, universality was positively associated with current number of children. Third, Public kindergartens were higher than private kindergartens in all four elements of publicness. Government will be able to accomplish publicness in the operation of kindergartens if it would strengthen management process and expand financial support for kindergartens.
