이 연구는 우리나라에서 미국 NCLB와 유사한 평가체제를 도입하고 있는 현실에 직면하여 NCLB에 대해 고찰하고 한국과의 유사점과 차이점을 살펴본 후 한국에의 시사점에 대해 논의해보고자 수행되었다. 우리나라의 국가수준 학업성취도 평가의 전수 시행과 이의 공시 정책은 미국의 NCLB 법안의 핵심 요소를 두루 포함하고 있다. 그 핵심 요소는 ① 전수 조사에 의한 평가체제, ② 연간 적정 향상도 측정, ③ 학교의 학력 정보 공시, ④ 학교 선택제와의 연결 등으로 볼 수 있다. 한편 본 논문은 한국과 미국의 교육 문화와 교육 문제가 서로 상이하기 때문에 한국 실정에 비추어 NCLB에 근거한 평가체제의 도입에 타당성이 있는 지 검토하였다. 또한 측정주도교수(MDI), 총평주도교수(ADI), ‘설계에 의한 이해’(UbD) 등의 교육학 이론에 비추어, 한국에서 실시될 평가체제의 실효성에 대해 논의해 보았다.
The study compares new Korean plan of achievement tests with NCLB Act in terms of commonality and differences in an effort to obtain implications out of lessons from the U.S.A. Recently Korean educators confront a situation in which the government borrowed nation-wide accountability tests that it is believed to hold schools accountable for results. It is interesting to know such evaluation system in Korea has much common with the core of NCLB Act: ① No child left untested, ② Adequate Yearly Progress, ③ School information report system ④ School choice related. On the other hand, educational culture and problems are in the remarkable contrast across two countries so that it should be examined if the introduction of such evaluation system is still valid to guide classroom practice in a educationally desired direction. In addition theoretical discussion in this paper is also made through the view of MDI (measurement-driven instruction), ADI (assessment-driven instruction), and UbD (Understanding by Design). As a result, authors doubt a feasibility of planned policies and try to give an caution to the idea of tests for all students and its release to the public even though it is supposed to present in a ratio of ranks.
