Children rights convention provides children with the equal rights to participate just as to adults. Continuous effort to expand children's rights to participate has been put. However, still children's rights to participate stays in the low step. In this study, domestic and overseas documents on provisions of children's rights and their rights to participate were reviewed. The components of children's rights to participate have been found through each scholar's opinion and provisions related to rights to participate fro children's rights convention. As a result, the provisions don't match correctly but the similar provisions include the following. There are total six provisions such as article 12 children's rights to express opinion, article 13 freedom of expression, article 14 freedom of idea, conscience, and freedom of religion, 15 article freedom of association and gathering, article 16 privacy protection, and article 17 access to information. Participation refers to the rights for children to determine responsible and deliberate decisions when proper support and respect are provided and they can express their demands clearly regardless of their ages or maturity level as human beings with emotions and opinions. Particularly, parents and teachers should recognize the children's rights subjectivity. Therefore, care from adults shall be given for infants' rights to participate. Especially, parents and teachers must accept infants' rights subjectivity. It must be a starting point of children's rights to pay attention to children's voices.
