최근 직업교육의 질적 향상과 발전을 위해 특성화고 및 마이스터고에 산업현장 맞춤형 교 육을 목표로 NCS 기반 교육과정이 도입되면서 교육현장에서 중등단계의 직업교육을 직접 수 행하고 있는 전문교과 교사의 역량이 중요해지고 있다. 이에 본 연구의 목적은 NCS 기반 교 육과정 운영에 필요한 특성화고 및 마이스터고 전문교과 교사의 역량을 확인하여 역량기반 연수 프로그램 개발을 위해 요구되는 주요 내용들을 도출하고 이에 대한 지원체제들을 함께 제안하는 것이다. 이를 위해 먼저 문헌연구를 통해 기존의 전문교과 교사 역량을 분석·종합하 였다. 분석 종합된 전문교과 교사의 역량에 대한 타당화 검증을 위해 교육학 전문가 4인과 NCS 기반 교육과정 운영경험이 있는 고등학교 전문교과 교사 6인에게 전문가 타당화를 실시 하였다. 연수 프로그램 개발을 위하여 전문가 타당화를 통해 수정·보완된 역량을 교육의 필요 성과 역량의 중요성으로 나누어 설문을 만든 후, 특성화고 및 마이스터고 전문교과 교사를 대상으로 1차 설문조사를 실시하였다. 1차 설문조사 조사에서 우선순위가 높은 역량을 도출 한 후 도출된 역량을 바탕으로 연수 프로그램을 구안하였으며, 연수 프로그램에 따른 교육형 태, 교육방법, 평가방법에 대한 문항을 함께 포함하여 2차 설문조사를 실시하였다. 끝으로 2 차 설문조사 결과를 바탕으로 초임교사와 경력교사로 구분하여 최종 10개의 전문교과 교사 대상의 역량기반 연수 프로그램의 주요 내용을 개발하였다. 본 연구의 결과는 NCS 기반 교 육과정으로의 전환에 따라 특성화고 및 마이스터고 전문교과 교사 대상의 역량기반 연수과정 을 개발하여 운영하고자 하는 일선 교육연수기관에서 실제적 자료로 활용할 수 있을 것이다.
NCS-based curriculum is being introduced and implemented in Meister high schools for the quality improvement of the vocational education in Korea. Vocational teachers’ competencies are essential in implementing NCS-based curriculum because they are performing vocational education in educational practices. Thus, the purpose of this study was to develop a framework of competency-based vocational teachers’ training program that is essential in implementing NCS-based curriculum. For this purpose, first, vocational teachers’ competencies were analyzed and summarized based on literature reviews. Second, summarized competencies were reviewed and validated by four Ph.Ds majoring in education and six high school teachers who have teaching experience of NCS-based curriculum implementation. Third, the first round of survey was conducted with 25 high school teachers for the determining necessary and important competencies. Fourth, based on the findings from survey results, high priority competencies were used in developing initial vocational teachers’ training program contents. The second round of survey was conducted for the validation of the initial program contents. In addition, preferred educational types and methods, evaluation methods were examined. Lastly, the final NCS-based vocational teachers’ training program was identified and the program has two versions according to the teaching experience. The results of this study can be used as practical resources for those who want to develop competency-based teacher training programs according to the implementation of NCS-based curriculum.
