NCS-based curriculum is being introduced and implemented in Meister high schools for
the quality improvement of the vocational education in Korea. Vocational teachers’
competencies are essential in implementing NCS-based curriculum because they are
performing vocational education in educational practices. Thus, the purpose of this study
was to develop a framework of competency-based vocational teachers’ training program that
is essential in implementing NCS-based curriculum. For this purpose, first, vocational
teachers’ competencies were analyzed and summarized based on literature reviews. Second,
summarized competencies were reviewed and validated by four Ph.Ds majoring in education
and six high school teachers who have teaching experience of NCS-based curriculum
implementation. Third, the first round of survey was conducted with 25 high school teachers
for the determining necessary and important competencies. Fourth, based on the findings
from survey results, high priority competencies were used in developing initial vocational
teachers’ training program contents. The second round of survey was conducted for the
validation of the initial program contents. In addition, preferred educational types and
methods, evaluation methods were examined. Lastly, the final NCS-based vocational teachers’
training program was identified and the program has two versions according to the teaching
experience. The results of this study can be used as practical resources for those who want
to develop competency-based teacher training programs according to the implementation of
NCS-based curriculum.
