교육프로그램 평가에서 가장 중요한 부분은 과연 교육이 제대로 이루어지고 있는가를 파악해내는 일임에도 불구하고, 기존의 연구에서 교육프로그램 메타평가기준으로 제시되어온 기준들은 주로 평가의 실행과 절차와 관련된 기준들로 교육이 제대로 이루어지고 있는가에 대한 평가적 노력은 미흡해 왔다. 이 연구에서는 교육의 내재율이 존중되고 준수될 때 교육이 교육다움을 유지할 수 있다는 전제하에 교육활동의 잘됨과 못됨을 평가할 수 있는 교육프로그램 메타평가기준인 교육본위성기준을 교육의 내재율에 근거해 개발하였다. 교육본위성기준은 교육주체, 교육방법, 교육성과, 교육환경 등의 네 준거영역을 중심으로 교육주체의 교육지향성, 교육방법의 적절성, 교육성과의 본질성, 교육환경의 충실성 등 4개의 하위기준으로 구성된다. 교육의 내재적 가치의 실현정도를 평가할 수 있는 교육본위성 메타평가기준이 교육프로그램 메타평가에서 강조될 때, 교육프로그램평가는 교육을 교육답게 조형해 가는 기능을 수행할 수 있을 것이다.
Despite the determination of assessing educational activities being pivotal in educational program evaluation, the current standard metrics to evaluate educational program do not include standards to assess the wrongs and rights of educational activities. Under the assumption of intact and respected intrinsic values in education, this study is to develop meta-evaluation standards for the educational program evaluation based on the endogeneous perspective of education, which in sequel may secure quality of education. For the study, I examined various types of domestic and overseas program evaluation standards and reviewed the literatures on the intrinsic values and rules of education to postulate the meta-evaluation standards which may make such values be taken into account at a program evaluation. The meta-evaluation standards proposed in this study is `education-orientedness`, which has 4 subordinate criteria. When the practicality of evaluation in intrinsic values in education is emphasized in the meta evaluation standards, evaluation can have a positive effect on and shape the process of educational program.
