학교교육이 시대적, 사회적 변화에 따른 요구에 대응할 수 있도록 교사들이 갖추어야 할 핵심역량 을 도출하고 교사교육에 반영하기 위한 논의가 국내외적으로 이어지고 있다. 이에 본 연구는 초․중 등교사의 핵심역량에 대한 인식과 요구를 비교 분석하여 향후 교사 양성 및 연수를 비롯한 교원 정책 에의 시사점을 제안하는 것을 목적으로 하였다. 선행연구와 교사 연수 프로그램 분석, 전문가 타당성 검증을 통해 재정립한 교사 핵심역량에 대해 초․중등교사 582명의 응답을 수집, 분석하였다. 연구 결 과, 초등과 중등교사 모두 교사 핵심역량에 대해 높은 정도의 수행도와 중요도 인식을 보이고 있었으 나, 중등교사보다는 초등교사의 인식 수준이 통계적으로 유의미하게 높았다. IPA와 Borich 요구도 분 석 결과, 초등과 중등교사 간 요구도 우선순위에도 다소간의 차이가 나타나 핵심역량에 따라 초등교 사와 중등교사가 요구하는 역량의 필요 정도가 다르다는 것을 확인하였다. 전반적으로는 학생 지도에 방점이 놓인 ‘교육과정 역량, 수업 역량, 진로지도 역량, 변화 대응 역량’과 교사 개인의 직업적 건강 한 삶의 영위를 위한 ‘자기 관리 역량’ 개발에 대한 요구와 필요가 높은 것으로 나타났다. 반면, 교내 외 업무 처리와 관련되는 ‘교직 실무 역량’에 대한 중요도 인식과 요구는 가장 낮았다. 이에 본 연구 에서는 학교급별 특성에 따른 요구를 고려한 맞춤형 교사 역량 개발 지원, 학생 수업과 밀접한 ‘교육 과정 역량’과 ‘수업 역량’의 집중 지원, 교사 핵심역량 기반 연수 프로그램 설계 등을 제언하였다.
The purpose of this study was to compare and analyze the perceptions and needs of elementary and secondary school teachers on their key competencies, and to suggest implications for teacher education and policies. We analyzed the responses of 582 teachers to questions regarding their key competencies that were reorganized in light of an exploration of previous studies and teacher training programs. The perception level of elementary school teachers was statistically higher than that of secondary school teachers, and there were differences in how they prioritized their needs for competencies. Overall, the results suggest that there are strong needs for the development of curriculum competency, teaching competency, career guidance competency, and change response competency that are focused on student guidance, as well as for self-management competency that is focused on sustaining a professionally healthy life. However, the lowest ratings were for perception of importance and the need for administrative work competency. Therefore, the results indicate the following needs: support for customized teacher competency development that considers elementary and secondary school characteristics; intensive support for curriculum competency and teaching competency focused on student learning; and the development of training programs based on the teachers’ key competencies.
