The purpose of this study is to examine the perceptions of different school members about the issues on the implementation of Open Recr띠tment System for Principals(ORSP) in Korea. This study also aims to compare the results with those of the previous studies and examine how the issues have been perceived and changed since 2013, when the system was practically expanded. The results of this study are as follows: First, the study shows that members of the ORSP schools are less aware of the problems of inexperience and lack of professionalism than their counterparts in general schools. Second, there was a difference of perception between the members of the ORSP schools and the general schools concerning the extension of the authority of the principals who were appointed via ORSP. Third, teachers generally responded to the idea of maintaining or downsizing the ORSP system, while parents said it should be maintained or expanded. Fourth, teacher generally responded to the opinion of maintaining or reducing the current proportion for those who do not have principal licence, while the parents tend to agree on retention or expansion. Fifth, the perception of the members on how to deal with the personnel issues of those who had expired in their term as Openly recruited principals 血fered depending on whether their schools were ORSP or not. Sixth, most teachers supported the term as an ORSP principal should be included in the total term as a general, or in other words, promoted principal.
