본 연구는 「2007 한국복지패널」 자료를 이용하여 시각장애인 120명에 대한 주요 사회복지 지표를 동일한 감각장애인인 청각장애인 90명과 비교하여 분석하였다. 선행연구를 토대로 연구자가 재구성한 지표의 범주는 인구사회학적 지표, 근로 및 경제활동 지표, 사회보험 지표, 의료복지 지표, 주거 및 주택복지 지표, 생활복지 지표, 복지서비스 지표 등 7지표 62개 변수로 구성하였다. 본 연구 결과 대부분의 지표가 낮은 이유는 소득보장이 제대로 이루어지지 않은 것이 가장 큰 이유이다. 따라서 ‘장애인 기초연금제도’를 하루 빨리 도입할 필요가 있으며, 저소득층 가구 비율이 전체 장애인 집단의 평균보다 높게 나타난 점에 대해서, 단순히 유보직종 등으로 비교적 일정한 소득보장제도가 있다는 것에 대해 안주할 것이 아니라, 후속연구를 통해 유보직종의 추가지정이나 업종개척 등이 필요하다.
For the vision impaired and the hearing impaired, this study conducted a comparative analysis of main social welfare indicators to 120 people with impaired vision and 90 people with impaired hearing, also with the use of「2007 Korea Welfare Panel」data. The category of indicators restructured on the basis of previous research, by the researcher, was composed of 7 indicators including a demographic indicator, a labor and economic activity indicator, a social insurance indicator, a medical welfare indicator, a residential and housing welfare indicator, a basic aid welfare indicator, and a welfare service indicator, and 62 variables. As a result of the study, the greatest reason why most of the indicators were low was because an income had not been properly secured. Accordingly, it is imperative to introduce the 'basic pension system for the disabled' as early as possible. Also, as for the finding of a higher household ratio for the low income class than the average of the total group of the disabled, it is necessary to separately designate a reserved occupation or to explore other occupations through follow-up research instead of merely being satisfied with the existence of a relatively consistent guaranteed income system such as reserved occupations.
