The issues and policies relating to the disabled are enlarged into ours as population aging continues and social inclusion is highlighted. In particular, watching movie becomes an important activity for the visually-impaired. In this context, this study, using policy network theory, explores the policy in the four nations, ie the U.S., the U.K, Australia and the Japan. We identify four types of policy formation: the co-work type between the Government and Companies in the U.S, the Company centered type in the U.K., the Government centered type in the Australia, and the NGO centered in the Japan. We argue that policy communities are similar but the major policy community is different in the four nations, and suggest that the policy formation in Korea for the visually-impaired needs the active participation of the government with the active role of the NGO.
