Institutional establishment occupied higher proportion than institutional succession and reform as a result of considering administrative organization and developmental plan for science and technology(S&T) in Rho Moo-hyun Administration period. Rho Moo-hyun Administration succeeded to National S&T Council, S&T Ministry and Presidential Advisory Council for S&T which Kim Dae-joong Administration had set up. Rho Moo-hyun Administration restructured Basic Plan for S&T which Kim Dae-joong Administration had established into Basic Plan for S&T by Participatory Administration. Rho Moo-hyun Administration created Headquarters for S&T Innovation, Ministerial Meeting on S&T and Presidential Advisor System for Information and S&T, including Deputy Prime Minister for S&T. Rho Moo-hyun Administration founded Promotion Planning Group for Science and Technology-Oriented Society, the First Five-Year Plan for the Development of S&T Culture and the Second Five-Year Plan for the Development of S&T Culture. Eventually, institutional innovativeness occupied higher proportion than institutional persistence in Rho\nMoo-hyun Administration period, so Rho Moo-hyun Administration tended to strengthen institutional innovativeness. It is evaluated that Rho Moo-hyun Administration pushed ahead with S&T policy with great interest and passion, so tried to found higher level of and more organic administrative system for S&T based on the period request of S&T revolution. It is analyzed that Rho Moo-hyun Administration changed administrative system for S&T creatively with strong innovation will, so institutional innovativeness strengthened.
