This study analyzed the process of educational welfare policy change that took place after Lee Myung-bak, Park Geun-hye, and Moon Jae-in government in 2002. To this end, we analyzed the educational welfare policies in relation to the regime change, focusing on ideology and policy environment, policy problems, policy alternatives, political process and institutionalization process. The main results of this study are as follows: First, the educational welfare policies of Korea are changed to social welfare ideology and social welfare policies. Second, the social problems of social polarization, the gap between the rich and the poor, and the poverty of the migrants were shared by the regime on the issue of education and welfare policy. Third, educational welfare policy alternatives have been extended from infants to adult, returnees, etc. Fourth, the structure of education welfare issue changed from policy issue to political issue according to the political change. Fifth, the education welfare policy entrepreneurs are very diversified. Sixth, education welfare policies appeared to be institutionalization such as expansion of organization, increase of budget, legislation. Based on the results of this analysis, in order to promote the stable educational welfare policy in the future, the concept and scope of educational welfare policy should be reset, differentiation between compulsory education and free education, strengthening role of policy activists.
