The execution of veterans’ welfare is one of the responsibilities of many governments around the world to take care of soldiers and citizens who contributed to their nations. In 2020, the establishment of diplomacy between Korea and Russia will turn the 30th year. Also, historically, Russia and South Korea have long cooperated for peace and economic development. In addition, there are exchanges in various fields for the prosperity of the two countries. It is necessary to interpret the veterans policy of the Russian government, which has shifted from the ideology opposite to that of the Korean government, to a new perspective in accordance with the recent trend. More importantly, this is to participate in the current government policy towards the unified Korea. In other words, it is to lay a foundation, since the approach in the veterans’ policy is the most difficult in its interpretation. The cornerstone of this article is to highlight the common features in the Russian and Korean veterans’ welfare policies. First, the characteristics of veterans in the two countries shall be analyzed. The policies for the veterans shall be compared in the next step. By comparing the systems of another nation with different ideology and avoiding a biased preference to the Korean institutions, a plan to promote the life quality of beneficiaries, the veterans, can be prepared. Therefore, it is necessary to compare social welfare systems of the veterans, and to revise the social security system for the veterans as well as the differences in the basic law for the strengthening of welfare system in terms of law and institution.
